It is equally important to understand the implications of these decisions - what consequences are likely to ripple through the interwoven system, and what parties will be affected as a result of a particular set of actions? Tính sẵn dùng của nước và cách sử dụng nó hữu ích còn tùy thuộc vào thời điểm và cách thức mà nó được tạo ra (cường độ mưa, mưa hoặc tuyết, thời gian, tần suất), cấu tạo vật lý của khu vực (khí hậu và thời tiết, địa hình, địa chất), các cấu trúc công trình tại chỗ, các hạn chế về môi trường (hệ sinh thái hiện tồn), bối cảnh pháp lý và các chính sách thể chế. Trong hầu hết các bối cảnh, các giá trị văn hóa và sở thích cũng rất quan trọng.
